Yes and no. Yes, the theoretical speed depends on the clock of the
CIA chip. The C64 used 985kHz, the Amiga uses 716kHz. No, the speed
of the parallel port depends on how fast you handle interrupts if
you do not have hardware that buffers data and does all the handshaking.
And the Amiga is of course faster than the C64 for handling interrupts.

Simple. SCSI uses a separate driver while IDE is an emulation of an
ancient HD controller in the IBM-AT that is supported by the BIOS.
